I mentioned the DS-3032 in my post explaining the NVC process and today I'll go into more detail about it.
First off, the purpose of the DS-3032 is the 'Choice of Address and Agent' form. It basically informs NVC who you want to receive further correspondence. The beneficiary (for our case, that's me) sends the form out and, in most cases, elects the petitioner (Ben). People that use lawyers elect their lawyer for future correspondence.
It's a really simple, straight-forward one-page form. It just asks for the beneficiary's name and then the agent's name, telephone number, email address, and mail address. And then a signature at the bottom.
For electronic processing, when one sends the opt-in email, you also have to include the pdf version of the DS-3032 (signed, scanned, and then uploaded as an attachment). In the body of the email, include information such as the beneficiary and petitioner's names, dates of birth, and email addresses.
For those not doing electronic processing, there's two options. Either email in the DS-3032 using an email template. You don't attach the DS-3032 as a pdf, but write all needed information in the body of the email. Or the other option is to print out the form, sign it, and then send it off by snail mail to NVC.
In both cases, the NVC case number needs to be the subject of the email. The only difference with EP, is you include 'OPTIN' at the beginning of the subject line, followed then by the case number.
You email or mail this form out only after receiving your NVC case number and providing the beneficiary and petitioner's email addresses to an NVC operator. Afterwards, a DS-3032 kit will be emailed which includes the IIN information to continue on with the NVC process.

Question with DS-3032. Since we both receive the form from NVC. Do both the beneficiary and petitioner sign and mail/email the form seperately to NVC?
ReplyDeleteOnly the beneficiary needs to send it. Just follow the email template I linked above or mail in the form.
ReplyDeleteYour site have very good informations... But I am very new at this and a bit confuse. If using the email template, I see you stated not to attach the ds3032 as a pdf. But NVC stated to email the completed form ds3032 to NVCInquiry@state.gov or submit the form by mail.

ReplyDeleteWell not really a link, I emailed NVC b/c when they first send the case # to us.. my wife's address & email was incorrect... They reply back stated it has been update and that my wife can send the form my mail or email the complete form to NVC.
ReplyDeleteOh, I see. Well, many, many, many people have just emailed NVC following the template without attaching the DS-3032 and had it accepted within a few business days. But if you feel more comfortable, you can always attach the DS-3032 as a PDF, it's up to you.
ReplyDeletefor the ds-3032, is it possible if I, the petitioner, send the ds-3032 email template for my spouse, the beneficiary. he doesn't really have easy access to internet.
ReplyDeleteI'd suggest just creating a separate email address and providing that to operators. Then send the DS-3032 from that.
ReplyDeleteI received my Case#, IIN# and Ben Id.# and gave the Customer Service Rep (Pet. & Ben) email address 2 days ago. Do I have to wait until I get a response/package from NVC before emailing the DS 3032 template? I e-mailed the DS 3032 yesterday and received an auto reply, called NVC this morning and was told not to send in anything as of yet.. According to EZGuideSpouse link on VJ, it says to email DS 3032 once we recieved Case# and IIN#. A bit confused...
ReplyDeleteFirst off, grats on getting the numbers! And don't listen to those operators. If you listened to everything they said, you'd be at NVC for months. You did the right thing. Sending it in right away, there is (unfortunately) a chance where they'll get to your email before they're ready for document intake. To combat this, once you do get the first email from NVC (it contains all the numbers you got, plus contact info, and a DS-3032), you may want to think about sending another DS-3032, in case they reject your first one. That email they send out is a sign that they're ready for document intake.

ReplyDeleteWell, I (petitioner) just received the NOA2 for my spouse's case and am very excited. I would like to save time as much as possible in the next steps and was actually considering having my spouse (the beneficiary) email form DS3032 as soon as we receive an NVC case number.
I am, however, confused by your statement about holding on emailing form DS3032 until after providing the beneficiary and petitioner's email addresses to an NVC operator. Why is that necessary? I thought this information was actually included in the email template (note we are not doing electronic processing). Could you, please, elaborate on this?

DeleteI state to hold off just so NVC recognizes your email address and doesn't consider it spam or something. It's simply a "just in case" advice. Plus, you should be giving your email addresses over once you get your case number anyways...
My petitioner has insisted that he can sign the DS3032.My question is,will NVC accepts DS3032 that was signed by the petitioner?And if they reject it,will they inform the petitioner?
ReplyDeleteActually, as of September 1st, NVC changed their policy where the DS-3032 and DS-230 have ended and their online versions have taken place. So, instead of the DS-3032, the beneficiary fills out the DS-261 online. The same thing goes for the DS-230/DS-260.
